How to Choose a War-Risk Insurer: NASU Recommendations

Tourist insurance policies are cancelled at Ikraine’s border due to martial law. Find out what the law requires from war-risk insurers before signing a contract

Before travelling to Ukraine, check whether your policy actually covers passive war risks and meets the applicable legal requirements.

A foreign national entering Ukraine with a travel insurance policy purchased online or at an airport will often be refused coverage before they ever need it. The border service or the insurer itself may cancel the policy as soon as it identifies that the person has crossed into a country where an armed conflict is ongoing. The reason is always the same: a standard product is not designed to cover war risks and excludes them from the list of insured events with wording such as “the consequences of military actions, terrorist attacks or civil unrest.”

This means that travelling to Ukraine requires a separate product covering passive war risks. Choosing such a product should not be limited to comparing prices on the first pages of search results. We analysed the NASU recommendations and collected the requirements established by law for insurers. They can help distinguish a reliable offer from one that only appears attractive in an advertising banner.

The law requires an insurer to provide the customer with clear information about the product before the contract is signed, rather than after payment. This includes the list of insured events, the circumstances in which the company may refuse payment, the time required to review a claim and the documents needed to submit it.

Updated insurance legislation requires every product to be officially linked to a specific insurance class with a corresponding number. The insurance information document must specify the exact insured amount in a clearly stated currency. A vague phrase such as “up to the maximum limit” is not sufficient. The document must also state the deductible, meaning the part of the expenses that the client pays personally before the insurance payment applies.

On Visit Ukraine, the coverage amounts are stated in exact figures for each plan: up to EUR 30,000 under the Armor 30,000 EUR package, up to UAH 100,000 under the Armor 100,000 UAH package, up to UAH 100,000 under the annual Armor+ Year of Protection plan, and up to EUR 30,000 under Visa & Residence Protection and Visa Insurance Armor+. The deductible is zero for all these products, so the company covers the expenses without deducting any amount from the payment.

The most specific part of any insurance product is the table listing injuries, payment amounts and deductibles for each individual event. This document shows exactly how much the company will pay in a particular situation, rather than relying on a general phrase such as “payment up to the maximum amount”.

For packages focused on compensation in hryvnias, the table generally works as follows: a mild concussion is covered by several thousand hryvnias, while moderate and severe concussions qualify for higher payments. A penetrating head injury and, especially, an injury involving brain damage qualify for more substantial compensation. A fracture or severe limb injury, loss of sight or hearing, and death caused by an accident involving passive war risks qualify for the highest payments listed in the policy.

The details of each Visit Ukraine product specify which events are covered under the selected plan. These include concussions of varying severity, penetrating head injuries, fractures and serious limb injuries, loss of sight or hearing, and death resulting from an accident. If an insurer refuses to show a similar list before payment and offers “detailed terms after purchase”, this is a sufficient reason to reject the product.

The client has the right to know which company is responsible for insurance payments and who acts as the intermediary between the client and the insurer. Without this information, it is impossible to check the company’s reputation or submit a complaint in the event of a dispute. If there is a problem with a payment, the client may not even know whom to contact.

Provisions concerning intentional self-harm, being under the influence of alcohol during an accident or breaching deductible conditions must be stated in the contract. They should not be left to a manager’s discretion when a claim is being reviewed. The law also gives the policyholder the right to withdraw from a signed contract. The withdrawal period and refund procedure are set out in the terms of each individual policy.

A package price without a breakdown conceals the actual cost of the policy and prevents the customer from comparing its terms with other offers on the market.

Choosing a war-risk insurer involves checking several specific points: the insurance class, the complete product description, the exact coverage amount and deductible, the benefits table for each insured event, the identification of the insurer and intermediary, access to the full contract and working support contacts. A company that discloses all this information on the product page before payment gives the client a genuine opportunity to make an informed decision rather than rely on an advertising description on the website’s homepage.
