Medical insurance or war risk policy: what is the difference?
Standard medical insurance and war risk policies have different coverage. Find out which protection you need for a trip to Ukraine

When planning a trip to Ukraine, it is important to distinguish between standard medical insurance and a medical policy with war risk coverage. Both types of insurance may provide assistance for injuries, treatment and the need for urgent medical care. However, the cause of the injury and the circumstances under which it occurred determine whether the situation is covered.
Standard medical insurance is designed for sudden illnesses and accidents that are not related to war. A war risk policy takes into account the specifics of staying in Ukraine during martial law and covers defined consequences of passive war risks as set out in the contract.
Standard medical insurance for foreigners is intended to organise and pay for urgent assistance while in Ukraine. Depending on the terms of the specific contract, it may cover ambulance calls, doctor visits, outpatient treatment, hospitalisation, prescribed medicines, emergency dental care, medical transport, evacuation or repatriation.
Such a policy helps in situations where a person needs medical assistance due to a sudden illness or an accident not related to military activity. It can also be an important part of the document package for a foreigner planning to enter and stay in Ukraine.
At the same time, standard medical insurance usually does not cover events related to war, military operations or terrorist attacks. Such exclusions are often set out in the terms of standard insurance programmes.

Insurance with war risk coverage is a specialised medical solution for people staying in Ukraine during martial law. It combines standard medical assistance with additional coverage for defined events related to passive war risks.
The key difference lies not in whether an injury is covered in general, but in its cause. If an injury or other harm to health results from shelling, a drone attack, an explosion or a terrorist act, a standard policy may not apply. Specialised war risk insurance is designed precisely for such circumstances — within the terms of the contract.
A war risk policy may also provide financial compensation for defined health consequences caused by war-related events. The specific list of such cases is set by the insurance terms, so it is important to read the contract and check territorial restrictions before purchasing.

If you plan to stay in Ukraine during martial law, you should separately check whether war risk coverage is included. It does not duplicate standard insurance, but complements medical protection in cases that standard contracts often exclude.
Special attention should be paid to the period of coverage. The insurance must be valid for the entire stay, and its activation should not leave any gaps without protection. For long-term stays, you should also check whether the document is suitable for migration procedures, if such procedures are planned.
