Ukraine’s air raid warning system is changing—two siren signals are being introduced for different threat levels. Find out how it will work

Ukraine is radically changing its approach to air raid alerts: from now on, the system will respond more accurately to threats, and the sirens will sound differently. This was reported on President Volodymyr Zelenskyy’s official Telegram channel. The main reason for these changes is the new tactics of Russian forces, which are using prolonged drone strikes to wear down the population and cripple the economy.

In the near future, air threats will be divided into two levels. The base level will be “yellow”—it will be declared during drone attacks. If there is a missile or ballistic threat, or the threat of a massive strike, the “red” level will be activated.

The most important change for Ukrainians is that each level will have its own distinct audible signal. This is designed so that people on the street or at home can immediately understand what is approaching and react appropriately. The familiar all-clear horn will no longer be used; the siren is now intended solely to warn of danger.

In addition, the authorities plan to make the alerts more targeted. They want to move away from the practice of widespread shutdowns and activate alerts only in those areas where there is a real threat. The military and the government will decide on a weekly basis which specific indicators will trigger the activation of a particular alert level.

The new rules will significantly impact life in the capital. The main news for Kyiv residents: there are plans to shorten the curfew. Other cities will also be encouraged to consider this measure to give businesses more time to operate.

The public transportation schedule will also change. At the “yellow” threat level, the Syretsko-Pecherska line of the Kyiv Metro will operate at full capacity. However, stops on the Svyatoshynsko-Brovarska branch will be compensated for with additional buses and trolleybuses. Surface transportation will run on a duplicate route from the “Lisova” station to “Dnipro” to prevent the city from getting stuck in traffic jams caused by drones.

Life in cities will no longer be completely paralyzed under the less dangerous “yellow” scenario. The Cabinet of Ministers, together with local authorities and the military, is currently developing conditions under which stores, businesses, and government agencies will be able to remain open during drone attacks. To ensure safety, businesses are being promised assistance with the rapid installation of modular shelters.

However, the rules for educational institutions remain unchanged for now. Schools and preschools will take shelter according to the old protocols. Hospitals, meanwhile, will receive additional funding so that the public healthcare system can continue to admit patients without interruption, even amid constant air raid alerts.

The government emphasizes that the protocols will be reviewed weekly and adapted to the actual situation in specific cities to both protect people and keep the economy running.
