It should be noted that the permanent representatives of European Union member states reached a political agreement on July 23 on the content of the new 21st EU sanctions package against Russia.

As the EU prepares tto tighten sanctions against Russia further Ukraine's partners are taking similar steps.

In particular, the US Senate approved Lindsey Graham's bill to strengthen sanctions against Russia and Iran. As Rubryka reported in May 2025, Senator Lindsey Graham introduced a bipartisan bill in Congress that would impose new sanctions on Russia. In particular, Graham proposes imposing secondary tariffs at a single rate of 500% on any country that buys Russian oil, gas, uranium, or other goods.

Separately, New Zealand Foreign Minister Winston Peters announced a new round of sanctions targeting individuals and organizations that support Russia's war against Ukraine. The list includes, in particular, individuals and organizations involved in the abduction of Ukrainian children.

Switzerland's State Secretariat for Economic Affairs also introduced new sanctions against Russia over its war against Ukraine. Under the decision, nine individuals and 45 organizations were added to Annex 8 of the sanctions list. In addition, Switzerland updated information on another 11 individuals and organizations already included in the relevant lists.
