Summit participants welcomed the EU decision to provide Ukraine with multi-year financing through a 90 billion euros loan to support the country. In the declaration, heads of state and government reaffirmed their "unwavering commitment" to collective defense under Article 5 of the NATO Treaty, which states that an attack on one Ally is an attack on all.
Allies also recognized Russia as a long-term threat and reaffirmed their commitment to increasing defense spending.
"In 2025, European allies and Canada increased their investment in core defense requirements by more than 139 billion US dollars," the declaration says.
Leaders stressed that defense investments provide the necessary capabilities and strengthen the industrial base and resilience.
The declaration also emphasizes that European allies and Canada, working with the United States, are taking on greater responsibility for the Alliance's defense. NATO's deterrence and defense rely on a combination of nuclear, conventional, and missile defense capabilities, complemented by space capabilities and cyber assets.
They also stressed that NATO continues to respond and adapt to "strategic competition, pervasive instability, hybrid threats and recurrent shocks."
Alliance members also said Iran must never have nuclear weapons and called on Tehran to respect freedom of navigation in the Strait of Hormuz fully.
