What insurance do Ukrainians choose, and what should foreigners know

Travel insurance doesn't cover war risks, and that's the main trap for foreigners in Ukraine. Find out how to get war risk insurance through Visit Ukraine

Foreigners traveling to Ukraine during wartime need dedicated war risk insurance, since standard travel policies exclude combat-related incidents entirely.

A Kantar MMI study revealed an interesting picture of the Ukrainian insurance market. 27% of the country's citizens have no insurance contract at all, while the most popular products remain motor third-party liability insurance (10.9%), health insurance (9.5%), and CASCO (7.6%). Car and health policies have already become a routine part of consumption, while other categories of insurance protection, including long-term life insurance (3.7%) or pension insurance (4.6%), still remain niche.

For Ukrainian citizens, these figures reflect the habits of everyday life. For foreigners planning a trip to Ukraine during martial law, the situation looks different: the question isn't which policy to choose among a dozen familiar options, but whether there is any insurance at all capable of covering the consequences of staying in a country where an armed conflict is ongoing.

A standard travel policy, the kind purchased before a vacation to Europe or Asia, almost always includes an exclusion for military action. This means an injury caused by a missile strike, shelling, or another event linked to combat operations will fall outside the coverage. The company will simply deny the claim, citing the clause on war-related force majeure.

That's why a trip to Ukraine requires a separate product, one built around what are known as passive war risks. This is insurance that accounts for the specifics of a civilian's presence in or near a combat zone, and it covers consequences that a regular policy excludes from its list of insured events.

The circle of people who should consider such a policy is fairly wide. Foreign journalists covering events on the ground, volunteers on humanitarian missions, staff of international organizations, business people arriving for negotiations or logistics assessments, and tourists who have decided to visit Ukraine despite the difficult circumstances all fall into the same risk category.

The length of the trip doesn't matter here. Even a one-day visit to Kyiv or Lviv carries the risks inherent to a country at war, so a short-term business trip requires the same level of insurance protection as months of work in the region.

The Visit Ukraine platform works with its insurance partner, Ensuria Operations Ukraine, and offers several products that differ in duration and coverage amount. Some are designed for short trips with a daily rate, while others are issued for a full year for those planning to stay in the country longer.

The Armor 30,000 EUR package provides coverage of up to €30,000, including medical care and COVID-19 treatment costs, as well as compensation in case of death resulting from an accident linked to passive war risks, in the amount of 100,000 UAH. It also separately covers concussions of varying severity, fractures, penetrating head wounds, and loss of sight or hearing. The price starts at 4.4 euros per day with a 12% discount off the base rate.

The Armor 100,000 UAH package is built around compensation of up to 100,000 UAH and includes payouts for medical care, death resulting from passive war risks, fractures, complete spinal cord rupture, and penetrating head wounds with brain damage. The price here starts at 3.56 euros per day with a 26% discount.

If the trip will last several days or weeks, order war risk insurance with a daily rate directly on the Visit Ukraine portal, without unnecessary paperwork.

For those planning to live or work in Ukraine longer, annual options are available. Visa & Residence Protection covers up to €30,000, including emergency medical care, transportation to a medical facility, dental care, and medical repatriation, and costs 200 euros per year with a 50% discount off the base rate.

The Armor+ Year of Protection plan is built around compensation of up to 100,000 UAH and covers relief of acute pain during dental treatment, coronavirus disease, meningococcal infection, acute pancreatitis, and death resulting from passive war risks. The annual price is 401.93 euros with no additional discount. A similarly structured policy, Visa Insurance Armor+, offers the same coverage of up to €30,000 for 484.13 euros per year with a 3% discount.

Buy an annual policy with war risk coverage in advance, before entering the country, so the protection is active from the first day of your stay rather than from the moment a situation already requires medical help.

The list of insured events in Visit Ukraine's products covers consequences specific to staying in a conflict zone. This includes death resulting from an accident linked to passive war risks, penetrating wounds to the head and brain, fractures and serious limb injuries, loss of sight or hearing, and concussions of varying severity. Some packages also include coverage for COVID-19 treatment costs and standard emergency medical care.

The deductible on all of these products is zero, meaning compensation is paid without any deductions from the coverage amount. The policy can be paid for by Visa card, through Google Pay, or by other methods available on the platform's website.

The Kantar MMI study showed that most Ukrainians rely on familiar car and health policies, while deeper insurance coverage is still taking shape. For a foreigner traveling to Ukraine during martial law, the picture is entirely different: without separate war risk insurance, a regular travel policy won't cover the consequences of combat operations.
