Alleged Ukrainian Flamingo missile strikes drone and missile parts plant in Russia’s Cheboksary
Before the attack, authorities declared a missile threat in the region.
"VNIIR in Cheboksary was attacked; before that, there was a missile threat there," the report said.
Videos and photos from eyewitnesses appeared online, showing thick smoke over the city. Footage of the moment the enterprise was hit was also published.
Later, footage also emerged showing the missile itself. Exilenova+ published a video of what it said was the moment a Ukrainian FP-5 "Flamingo" missile struck the plant.
Local public channels reported explosions and smoke near the plant. Amid the alert, residents were advised not to take children to kindergartens temporarily, while students were told to refrain from attending classes.
Later, Chuvashia Governor Oleg Nikolayev confirmed the attack.
"Early in the morning, Cheboksary came under a missile attack. The number of injured people, as well as the number of damaged infrastructure facilities, is currently being clarified. All emergency services are already working at the sites. They are taking the necessary measures to ensure residents' safety and maintain public order," the official wrote.
Authorities are still clarifying the scale of the damage and information about possible casualties.
Background
The VNIIR-Progress plant is located about 1,000 kilometers from the Ukrainian border. It produces components for Shahed drones, as well as Iskander-M and Kalibr missiles.
The plant is part of the ABS Electro production association. It produces GNSS receivers and antennas for GLONASS, GPS and Galileo satellite systems, including Kometa-type modules. These components are used in drones, including Shahed-type kamikaze drones, as well as in missiles for Iskander-M and Kalibr systems and in UMPK glide bomb kits.
In addition, VNIIR-Progress manufactures electrical equipment, including circuit breakers, relays and contactless modules supplied to the Russian navy, including for Yasen-M project nuclear submarines.
This is not the first attack on this plant. On the night of May 5, Russia declared a missile threat in several regions at once, including, for the first time, in the Khanty-Mansi Autonomous Okrug, more than 2,000 kilometers from the Ukrainian border. Meanwhile, a military-industrial complex enterprise in Cheboksary came under attack.
Also, on the night of November 26, 2025, Ukraine's Defense Forces struck military targets and Russian defense industry facilities. They hit the VNIIR-Progress plant in Cheboksary, which manufactures navigation equipment and components for cruise and ballistic missiles. Officials recorded a hit on the territory of the enterprise, followed by a fire at the facility.
