United to win: Pentagon allocates $400 mln in military aid for Ukraine as fiscal year closes
Democratic Senator Chris Coons stated that Defense Department officials informed him on Tuesday morning that 99.8% of the funds had been officially allocated. The move came just before the conclusion of the US fiscal year on September 30.
"The fact that they are finally doing this on the last possible day says everything you need to know about this relationship… They are not informing us promptly. They are not following the law, and the partnership is experiencing difficulties," Coons emphasized.
As of last week, the Pentagon had committed 307 million US dollars of the total 400 million US dollars budget, leaving 93 million US dollars to be processed before the deadline.
During a Senate hearing in April, Pentagon Comptroller Jules Hurst testified that the funds had recently become available to the department and would be directed to support Ukraine. However, the Pentagon missed the May 15 deadline to submit a formal spending plan.

Funding for the package was authorized under the US National Defense Authorization Act passed by Congress in December 2025. The legislation allocated 400 million US dollars for the 2026 fiscal year under the Ukraine Security Assistance Initiative (USAI), a program through which the Pentagon procures defense equipment from US defense manufacturers rather than pulling directly from existing US stocks. Congress extended the program's mandate through 2029, authorizing 400 million annually for fiscal years 2026 and 2027 (totaling 800 million US dollars).
US Secretary of Defense Pete Hegseth noted that the 400 million US dollars in Ukrainian aid approved by Congress in December 2025 was officially released on April 28, 2026. On May 6, 2026, the US approved a potential foreign military sale to Ukraine for Joint Direct Attack Munition (JDAM) equipment and related systems valued at 373.6 million US dollars.
Additionally, the US Department of Defense plans to transition leadership of the Security Assistance Group – Ukraine (SAG-U), based in Wiesbaden, Germany, which coordinates international military aid deliveries. Command will transfer to another NATO member state over a transition period lasting up to one year.
