Perm Oil Refinery Halts Operations After Drone Attack
The Perm oil refinery, Russia’s seventh-largest refinery by processing capacity, has halted operations following a Ukrainian drone attack on Friday that caused a fire and damaged pipelines, storage tanks and processing units, Reuters reported, citing two industry sources, UATV English reports.
The refinery is owned by Russian oil company Lukoil, which did not respond to Reuters’ request for comment.
The facility is located about 1,460 kilometers northeast of Moscow. In 2024, it processed approximately 12.6 million metric tons of crude oil, equivalent to around 252,000 barrels per day.
The refinery produced about 2 million metric tons of gasoline, 5.3 million metric tons of diesel fuel, 200,000 metric tons of fuel oil and 700,000 metric tons of petroleum coke that year.
The reported shutdown follows a series of Ukrainian strikes targeting Russia’s oil-processing infrastructure. Ukrainian President Volodymyr Zelenskyy previously confirmed that Ukrainian forces had struck oil refineries in Perm and Novoshakhtinsk, as well as a defense-related facility in Ulyanovsk.
The attacks on Russian energy infrastructure are part of Ukraine’s efforts to disrupt the resources supporting Moscow’s war effort, particularly the production and processing of fuels used by the Russian military and economy.
