ETIAS Rollout Delayed Again: What It Means for Visa-Free Ukrainian Traveler

The EU has once again postponed the launch date of ETIAS, the system set to become mandatory for millions of visa-free travelers, including Ukrainian citizens. ETIAS (European Travel Information and Authorisation System) is an electronic pre-travel authorization system for citizens of countries that don't need a visa for short-term trips to Europe. The concept resembles the US ESTA system, which has been in place since 2008: a traveler fills out an online form, provides personal details, and answers a set of security questions before departure.

The system was designed to strengthen border control for entry into the Schengen Area. Previously, visa-free travelers crossed the border with no prior screening at all, and border authorities only received information about a passenger at the moment they physically appeared at the checkpoint. ETIAS changes this logic: traveler data is checked in advance, allowing potential risks to be filtered out before boarding a flight rather than after landing.

The ETIAS permit will apply across 30 European countries in the Schengen Area, as well as Iceland, Norway, Liechtenstein, and Switzerland. A single permit covers all of these destinations at once, so there's no need to obtain a separate document for each country.

For Ukrainian citizens traveling under the visa-free regime, ETIAS will become an additional step before any trip to one of the countries listed above. The permit does not replace a passport and is not a visa in the traditional sense, but crossing the border will be impossible without it.

Why the Launch Was Delayed Again

The reason for the latest postponement lies in technical problems with the related EES (Entry/Exit System), already operating at the EU's external borders. In the summer of 2026, EES malfunctions caused massive queues at airports, and some passengers missed their flights due to delays at passport control. The European Commission decided not to add the ETIAS launch on top of this situation, in order to avoid further overloading border infrastructure.

The project's official website states that the system is not currently operating and no applications for travel authorizations are being accepted. ETIAS was previously expected to launch by the end of 2026, but even that approximate timeline is now unknown. The European Union has promised to announce the exact date several months before the actual launch, so travelers have time to prepare.

Notably, the EES system went through its own long history of delays: its launch was originally planned for 2022, and it only began operating in test mode several years later.

While ETIAS is not yet operational, Ukrainian travelers don't need to take any additional action. There's no need to apply, register, or pay any fees, and the current rules for visa-free entry into the Schengen Area remain exactly as they are now.

At the same time, it's worth noting that websites have already appeared online offering to "arrange ETIAS" for a fee. None of these sites are an official application channel, since the ability to apply doesn't exist yet. Paying on such a site means handing over money and personal data to a third party with no guarantees whatsoever.

Once the system launches, the permit will cost €20. It will be valid for up to three years or until the applicant's passport expires, whichever comes first, and will allow holders to stay in the ETIAS zone for up to 90 days within any 180-day period.

The application process involves filling out an online form with personal details and answering a series of security questions. The application then undergoes preliminary screening, and according to developers' projections, most decisions will be made within minutes. Children under 18, adults over 70, and certain family members of EU citizens will be exempt from the fee.

The simplest approach for Ukrainian travelers at this stage is straightforward: don't apply, and don't pay anyone offering to arrange ETIAS before the system officially launches. It's worth checking official EU sources periodically for the new launch date, since several months will pass between the announcement and the system's actual start.

In the meantime, the current entry rules for the Schengen Area remain unchanged for Ukrainian citizens, and trip planning can continue as usual.
