According to Podolyak, Russia plans to accuse Ukraine of disrupting agreements on halting strikes on energy infrastructure facilities.

Russia insists that the moratorium on strikes has been in effect since March 18, even though the agreement was reached today during negotiations in Saudi Arabia.

Mikhaylo Podolyak, Advisor to the Head of the Office of the President, during a telethon broadcast explained why the Russians were saying this and what they were planning.
