Rebuilding Ukraine: Kyiv region restores lyceum destroyed during occupation into modern inclusive school space
The community's only educational institution has been restored and is now ready to welcome 119 students. They include internally displaced children and students with special educational needs.
"The reconstruction of educational institutions is a key investment in the future of our country and in the return of sustainable life to communities. We are systematically restoring and developing modern infrastructure together with our European partners so that every student can study in safe and comfortable conditions," said Mykola Kalashnyk, Minister for Development of Communities and Territories of Ukraine.
Comprehensive reconstruction turned the damaged building into a modern, inclusive, and energy-efficient space.
Workers fully restored the load-bearing structures, built a new roof, insulated the facades, and installed energy-saving windows and doors.
In addition, the lyceum now has a reliable shelter, and crews upgraded the heating, ventilation, fire safety, water supply, drainage and lighting systems.
As a result, the premises have become fully barrier-free for people with limited mobility. The project also created comfortable workplaces for 25 teachers and staff members.
The total cost of the restoration work reached 1.07 million euros. The European Investment Bank (EIB) provided the main share of financing — 690,000 euros — under the Ukraine Early Recovery Program, while the local community financed 385,000 euros.
Ukraine's Ministry for Development of Communities and Territories is implementing the project jointly with the Ministry of Finance and local self-government bodies, with active technical support from the United Nations Development Program (UNDP in Ukraine).

For her part, EU Ambassador to Ukraine Katarina Mathernova stressed that the European Union stands shoulder to shoulder with Ukrainian communities, because every restored classroom clearly proves that Ukraine's future is worth protecting and investing in.
The reconstruction of the lyceum in Lukashi forms part of a broader initiative in the Kyiv region, where EIB-backed recovery programs now cover 72 social infrastructure facilities.
Completed projects already include the renovated primary school in Hostomel, the Hatne Lyceum, and upgraded water supply networks in Bucha, allowing residents of the region to see the tangible results of international support every day.
Background
It is worth mentioning that Hostomel, a community in the Kyiv region, has reopened Primary School No. 1, which was destroyed in the first weeks of Russia's full-scale invasion, following a complete reconstruction supported by the European Investment Bank (EIB).
As previously reported, on April 24, the village of Molodizhne in the Odesa region opened a dual-purpose underground school shelter as part of the "New Bomb Shelters for Ukrainian Schools" program, allowing 700 students to resume in-person education safely.
In March 2024, Borodianka in the Kyiv region, with support from Lithuania, opened one of its three rebuilt schools—now named "Lithuanian-Ukrainian Lyceum No. 1", welcoming up to 700 students from grades one through eleven.
