United to win: Coalition of the Willing meeting in France brings 37 countries to discuss guarantees and increased aid for Ukraine
During this round of talks, new members will join the discussions for the first time:
Ukrainian President Volodymyr Zelenskyi is also expected to be in Paris on Monday and Tuesday.
According to an adviser to French President Emmanuel Macron, the summit's main goals are to:
The meeting is expected to consolidate agreements reached during the recent G7 summit in Evian and the NATO summit in Ankara. At those meetings, partners pledged 70 billion euros in military aid to Ukraine for 2026.
One of the key issues in the talks will be strengthening Ukraine's air defense. In particular, participants will discuss the creation of a comprehensive missile defense system, as well as details of a US plan to license the production of Patriot missiles directly in Ukraine.
The meeting will also focus on security guarantees in the event of a possible ceasefire. The French side says plans to deploy multinational mission forces, which would be stationed away from the front line, are already "ready," although they could be adjusted if necessary.
These guarantees are expected to be based on legally binding bilateral agreements. At the same time, the United States will take part in monitoring compliance with the ceasefire.
After the summit, leaders of the "Coalition of the Willing" will attend the annual military parade in Paris on July 14. This year's event will be larger in scale, with nearly 6,800 service members taking part, 15% more than last year.
A group of 500 troops from "Coalition of the Willing" countries will lead the march. Ukrainian service members have already rehearsed with the national flag on the Champs-Élysées.
The aerial part of the parade will feature the Patrouille de France aerobatic team, along with two Mirage fighter jets. Ukrainian pilots who trained in France will fly them.
Background
It should be noted that Ukrainian President Volodymyr Zelenskyi and other leaders of countries participating in the "Coalition of the Willing" received invitations to the Bastille Day parade in Paris on July 14. Ukrainian troops will take part in the event alongside representatives of allied armies.
In Paris, leaders of at least 25 countries also planned to discuss strengthening defense support for Kyiv and new steps to increase pressure on Russia.
European partners are currently looking for additional financial tools to support the Armed Forces of Ukraine. In particular, as reported earlier, the European Union plans to allow Ukraine to use 60 billion euros in loan funds to purchase weapons from the United Kingdom.
The parties have already reached the final stage of approving the agreement, which should allow Ukraine to finance purchases of military equipment directly from British companies.
