"Veterans will pose a major challenge. That means reintegrating them into society, helping families torn apart by war, assisting people displaced both internally and abroad, supporting children who lost years of education, and addressing mental health consequences," he said.
Berset noted that Ukraine will have to "rebuild a society that still believes in democracy after everything that has happened." According to him, the level of Ukrainians' trust in the state and other institutions will play a crucial role.
The Secretary General of the Council of Europe also discussed the organization's long-standing cooperation with Kyiv on anti-corruption efforts and the implementation of reforms. He noted that these specific changes remain at the center of discussions in Brussels concerning further support for Ukraine.
Speaking about the state of democracy in Europe overall, Berset observed that "it moves slowly in a world that has stopped doing so."
