Ukraine's Defense Forces strike Moscow Oil Refinery, sparking a major fire
According to the General Staff, units of Ukraine's Defense Forces struck the facility in Moscow's Kapotnya district. A large fire broke out at the refinery. The strike damaged three production facilities.

"Strikes against such facilities of the Russian aggressor are an exercise of Ukraine's inherent right to self-defense under Article 51 of the UN Charter and are aimed at reducing Russia's military and economic potential," the General Staff said.
The General Staff also noted that the refinery is involved in meeting the needs of the Russian armed forces.
Meanwhile, the Security Service of Ukraine (SBU) said that the strike on the Moscow Oil Refinery was carried out jointly with the Unmanned Systems Forces, Special Operations Forces, the Main Intelligence Directorate, and other components of the Defense Forces.
According to the SBU, long-range drones operated by the Alfa Special Operations Center flew more than 500 kilometers, penetrated Russia's layered air defense system, and struck the facility. A large fire was reported there.
The SBU said the Moscow Oil Refinery is located approximately 15 kilometers from the Kremlin.
As previously reported, during the night of September 20, Moscow and Moscow region came under what Russian authorities described as the largest drone attack ever recorded. The local oil refinery was among the sites targeted in the Russian capital, while authorities also reported damage to residential buildings in several districts.
Fire Point said its FP-1 drones were used by Ukrainian forces to destroy a warehouse complex in Moscow region belonging to Sovremennye Skladskie Tekhnologii.
Ukrainian President Volodymyr Zelenskyi said that an oil industry facility and a logistics facility in Russia's Moscow region were struck. According to him, the attack involved, among others, the Palianytsia, Bars, Flamingo, FP-1, RZ-100, MICH-2000, Liutyi, Sichen, and Pelican systems.
Background
The Moscow Oil Refinery is one of Russia's key oil refining facilities. It has the capacity to process more than 11.6 million tonnes of crude oil annually and supplies up to 35% of Moscow and the surrounding region's demand for high-quality fuel. The refinery produces gasoline, aviation kerosene, diesel fuel, and fuel oil, and is the main supplier of aviation fuel to Moscow's airports.
