Trump Signs Sweeping Sanctions Law Targeting Russia
U.S. President Donald Trump has signed into law the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, expanding statutory sanctions, tariffs and prohibitions targeting Russia, UATV English reports.
The legislation, known as the Graham sanctions bill, provides for sanctions targeting Russian officials, financial institutions and other individuals and entities connected to the Russian government. The administration had backed the legislation, saying it would increase pressure on Russia to move toward a negotiated settlement of the war.
The law also authorizes additional tariffs on countries that continue major trade with Russia, including measures targeting those involved in transactions with Russian entities.
Ukrainian President Volodymyr Zelenskyy thanked Trump, U.S. senators and members of the House of Representatives, as well as everyone involved in advancing the legislation.
Zelenskyy stressed that implementing the law quickly and fully would be important for maintaining pressure on Russia and bringing the war to an end.
“The best way to honor Lindsey’s memory would be to fully and as quickly as possible implement the provisions of this law. And the best reward for everyone helping us put pressure on Russia to end the war will be peace,” Zelenskyy said.
The White House confirmed that Trump signed H.R. 5334 into law on September 18. The legislation also extends existing sanctions on Iran.
Separately, the U.S. State Department has approved a possible $2.68 billion sale of air defense equipment and related systems to Ukraine.
