EU ambassadors agree on 21st sanctions package against Russia: approval starts on July 23
According to the outlet's source, the Committee of Permanent Representatives of the EU, or Coreper, met for an extraordinary session at 8:30 a.m. on Thursday and reached a political agreement on the new sanctions package.
According to the diplomat, Greece agreed to a compromise version of the document. At the same time, the details of the compromise have not yet been disclosed.
Technical work is now underway to finalize the text of the sanctions package.
The written approval procedure is expected to begin in the afternoon of July 23 and conclude that day. This is necessary so that the European Union can freeze the "price cap" on Russian oil in time.
Background
On July 15, the Committee of Permanent Representatives of the EU (Coreper) failed to approve the new 21st sanctions package against Russia. While negotiations between member states continued, they decided to freeze the "price cap" on Russian oil until July 23. The parties also failed to reach an agreement on July 22.
Greece's demand to extend its permission to re-export Russian liquefied gas to third countries remained the main obstacle to the approval of the sanctions. One reason was Athens' concern about potential losses for its own economy.
In addition, the EU may revive a decision to ban maritime services for Russian vessels, which Greece and Malta had previously blocked.
Bulgaria had also previously voiced its intention to block the 21st sanctions package, demanding that Patriarch Kirill of the Russian Orthodox Church be removed from the sanctions list. Italy later joined this position. After Kirill was removed from the sanctions list, those objections were dropped.
It should be noted that on July 17, the Council of the European Union approved a new sanctions package in response to massive Russian attacks on Ukraine. The restrictions targeted one individual and five companies linked to Russia's military-industrial complex.
