Ukraine and JEF countries join forces on military technology

The defense minister thanked all participating countries for their support and outlined specific areas for deepening cooperation between Ukraine and the JEF.

"Ukraine is ready to build a mutually beneficial partnership with you. We need it. Our region's security needs it. And the security of the entire continent needs it. Our shared future depends on this partnership," Yevhenii Khmara said.

The defense minister emphasized that Ukraine's experience directly aligns with the JEF's mandate. The force is responsible for countering UAVs and hybrid threats in the Baltic and North Atlantic regions, as well as protecting underwater infrastructure and countering Russia's shadow fleet.

"We see how Russia uses drones for reconnaissance, sabotage, and attacks on infrastructure. And we have already developed solutions that work in real combat," Khmara emphasized.

Khmara noted that these are precisely the technologies and practical experience needed to protect the Baltic Sea and critical underwater infrastructure from the same threats that JEF countries are already facing.

The Ministry of Defense emphasized that Ukraine is ready to deepen its Expanded Partnership with the JEF based on models already operating in bilateral formats. These include Drone Deal agreements, which enable Ukraine to begin exporting drone technologies; the Train with Ukraine program; and the Build with Ukraine program, which provides for joint production of drones and counter-drone systems. A number of such projects are already underway with JEF members.

Khmara said Ukraine proposes using the JEF's unique geography and technological capabilities to turn Ukraine's combat experience into concrete solutions for protection today.

Background

The JEF is a multinational expeditionary force established in 2015 at the initiative of the United Kingdom. Its members also include Denmark, Estonia, Iceland, Latvia, Lithuania, the Netherlands, Norway, Finland, and Sweden.

At the initiative of President Volodymyr Zelenskyi, Ukraine was represented for the first time at a meeting of JEF defense ministers in 2025 and received "Enhanced Partnership" status.
