US proposes resuming Russian gas transit and Nord Stream operations under peace plan – The Economist

The report emphasizes that Ukrainian officials currently lack all the details of the latest American proposals.

According to the publication, the plan envisions offering Russia a series of major incentives, including:

For Ukraine, the proposal offers a special investment package and guaranteed membership in the European Union in exchange for a formal renunciation of NATO accession. Additionally, the plan includes establishing a demilitarized zone in Donbas.

At the same time, The Economist highlights that the US lacks the legal authority to make unilateral decisions regarding the return of Russian natural gas to the European market. According to the publication's analysts, such an initiative directly contradicts current EU legislation and regulatory frameworks.

For their part, Ukrainian negotiators express serious concern that US representatives might conclude lucrative economic deals with Russia before hostilities actually end.

The publication itself also questions Moscow's real readiness to sign a peace agreement. According to estimates from The Economist, the Russian side will likely deliberately drag out the negotiations while seeking immediate sanctions relief.

Journalists add that the latest wave of intensified diplomatic efforts occurred immediately after US Special Envoy Steve Witkoff visited Saint Petersburg on October 21.

Background

In the summer of 2022, Russia reduced gas supplies through Nord Stream 1 and eventually halted them completely. Nord Stream 1, as well as Nord Stream 2—which was never put into operation due to Russia's full-scale invasion of Ukraine—suffered severe damage shortly thereafter in a series of explosions.

As reported, in August 2024, authorities in Italy arrested a Ukrainian citizen, Serhii Kuznietsov, suspected of coordinating the explosions on the Nord Stream 1 and Nord Stream 2 pipelines. According to German investigators, he allegedly led a team that carried out the sabotage of the pipelines in the autumn of 2022 using the yacht "Andromeda."

The group consisted of seven people, including four divers. According to the investigation, Volodymyr served as a diving instructor and directly participated in placing the explosives on the Baltic seabed.

It was previously noted that it remains unknown whether or when the pipelines will be repaired. Following Russia's invasion of Ukraine, Germany no longer intends to import Russian natural gas.
