EU transfers €2.9 bln to Ukraine under Ukraine Facility program

The received funds represent part of the previously allocated financing under the Ukraine Facility framework. The tranche arrived after Ukraine met 10 policy indicators during the first and second quarters of 2026, as well as for prior periods.

According to the Prime Minister, the secured funding carries vital importance given the challenging fiscal situation facing state finances.

At the same time, the Prime Minister noted that overall financing needs remain critical. He stated that the government is expediting all necessary administrative decisions while working with Parliament to pass relevant legislation.

Background

The Ukraine Facility provides 50 billion euros in financial support from the European Union for the 2024–2027 period. The program aims to maintain macroeconomic stability, rebuild and modernize the country, and support Ukraine's European integration process. The mechanism officially launched on March 1, 2024.

The European Union positively assessed Ukraine's progress in reforms despite the ongoing full-scale war. In its annual EU enlargement report, the European Commission stated that Ukraine demonstrates "resilience and commitment to the European path" and remains a leader among candidate states for accession alongside Moldova, Albania, and Montenegro.

On August 22, Ukraine received a previous tranche of 3.056 billion euros under the Ukraine Facility and 1 billion euros under the G7 Extraordinary Revenue Acceleration for Ukraine (ERA) initiative.

Prime Minister Serhii Koretskyi previously warned that Ukraine risks losing a significant portion of international funding totaling 29.5 billion euros if the Verkhovna Rada delays passage of the required legislation.

According to Minister of Finance Serhii Marchenko, Ukraine is navigating its most challenging budget environment since the start of Russia's full-scale invasion in 2022. He noted that the country faces liquidity challenges, with uncovered external financing needs for 2027 standing at 32.6 billion US dollars.
