Rebuilding Ukraine: Finland to allocate €50 mln loan to support Ukraine's reconstruction and economy

Finland will provide the funds under the Special Program for Ukraine Recovery 2.0 (SPUR 2.0), which operates within the International Development Association's (IDA) new Crisis Facility.

The loan aims to bolster Ukraine's macroeconomic stability, support essential public service delivery, and maintain social infrastructure during ongoing war conditions. Furthermore, the framework creates conditions to attract private investment, preserve jobs, and encourage long-term economic growth.

Leveraging the IDA's AAA credit rating and financial leverage, Finland's contribution enables the World Bank to mobilize and direct larger volumes of concessional funding to Ukraine.

The final disbursement of the loan remains subject to approval by the Finnish Parliament.

Background

In 2023, Finland participated in the initial IDA SPUR program supporting Ukraine and Moldova, providing a 50 million-euro loan alongside a 12 million-euro grant contribution to the Crisis Facility.

Additionally, in September, the Finnish government approved its 34th defense assistance package for Ukraine, valued at approximately 290 million euros. According to the Finnish Ministry of Defense, this package is the second-largest military aid delivery Finland has provided to date.
