What Insurance Does a Foreigner Need for a Trip to Kyiv?
What insurance does a foreigner need for a trip to Kyiv, how much does a policy with war-risk coverage cost, and what should travellers know before visiting the Ukrainian capital?
A trip to Kyiv requires medical insurance that reflects the current conditions in Ukraine. It can provide support not only in cases of ordinary illness or injury, but also after events connected with war-related risks.
Foreign visitors travelling to Kyiv should consider medical insurance with war-risk coverage rather than an ordinary travel policy. This recommendation applies to any Ukrainian city: the destination may change, but the need for appropriate insurance protection remains relevant throughout the country.

Standard international travel policies usually cover sudden illnesses, everyday injuries, doctor visits and hospital treatment. At the same time, the consequences of hostilities, explosions, missile strikes and drone attacks are often listed among the exclusions. As a result, a standard policy may apply during a holiday or business trip but not help if the injury is directly connected with a war-related event.
Before purchasing insurance, read the policy terms carefully. They should clearly explain whether war-related risks are covered, which medical services are available, how to contact the assistance service and whether the policy is valid in Kyiv for the entire period of your stay.

One of the most common mistakes travellers make is focusing only on the coverage limit. A high limit does not mean that an insurer will pay for every type of treatment. If the cause of an injury or illness falls under an exclusion, reimbursement may be refused even if the expenses remain within the stated limit.
A standard travel insurance programe may exclude the consequences of hostilities, staying in an active combat zone, injuries caused by explosions, missile and drone attacks, participation in dangerous activities, or failure to follow local authorities’ recommendations.
Medical insurance with war-risk coverage is designed for a different set of circumstances. Depending on the selected programe, it may cover emergency assistance, hospital treatment, transportation to a medical facility or evacuation when the event falls within the policy terms.
However, insurance does not remove the risks of travelling to Ukraine and does not guarantee compensation in every situation. If a person deliberately enters a prohibited area, ignores official restrictions or takes part in military activities, the incident may not qualify as an insured event.
Kyiv remains a city with an elevated level of security risks. The capital may experience missile and drone attacks, air-raid alerts, temporary traffic restrictions, disruptions to city services and changes to public transport schedules.
In September 2026, Kyiv introduced differentiated warnings for aerial threats. A yellow level indicates the danger of attack drones. A red level is used in the event of a large-scale drone, missile or combined missile-and-drone threat. Under a red alert, safety requirements and restrictions in the city may become stricter.
No one can accurately predict the number or duration of attacks in autumn and winter. Travelers should nevertheless bear in mind that the cold season may make the situation more difficult because of possible power cuts, heating disruptions, communication problems, transport delays and severe weather.
If you are planning to stay in Kyiv for several days, choose accommodation near a shelter in advance. It is also advisable to have a backup route to the railway station, border crossing or another important location, as your usual route may become temporarily unavailable during an air raid.

The policy price is fixed and does not depend on which Ukrainian city a foreign visitor plans to visit. Kyiv, Lviv, Odesa and Kamianets-Podilskyi follow the same general pricing approach. The final price depends on the selected coverage limit, policy duration and terms of the insurance programme.
A policy with coverage of up to €30,000 costs approximately €4.40 per day. Depending on the programe, it may include emergency medical care, hospitalization, evacuation and treatment for injuries if they fall within the war-related risks covered by the contract.
A policy with coverage of up to UAH 100,000 costs approximately €3.56 per day. This option may be suitable for a short visit, but before purchasing it, check which services are included and what limit applies to each type of assistance.
The same daily price does not mean that two programes have identical terms. They may differ in the overall coverage limit, the procedure for contacting a doctor, evacuation options, age or travel-purpose restrictions, and the list of events recognixed by the insurer as insured events.

If a foreign visitor is coming to Kyiv once for a short stay, a policy covering the dates of that particular trip may be sufficient. For regular visits, it is worth considering an annual programme, as it eliminates the need to arrange a new policy before every entry into Ukraine.
An annual policy may be suitable for foreigners who work with Ukrainian companies, take part in volunteer projects, have relatives in Kyiv or visit the city regularly for personal reasons. Its advantage is not limited to a longer validity period: it can also make repeated trips easier to manage.
Before choosing an annual programe, check how long each individual trip may last, how many claims are covered and whether protection applies every time you enter Ukraine. If you spend a significant amount of time in the country, an annual policy may be more practical than several separate short-term contracts.

What happens in Kyiv during an air raid alert?
When an air raid alert is announced, go to the nearest shelter and remain there until the official all-clear. Do not wait for the alert to end in a hotel room, restaurant or outdoors.
The operation of businesses depends on the threat level and whether visitors have access to a safe shelter. Under a yellow alert, some shops, cafés, shopping centers and service providers may continue operating if a shelter is available nearby. Under a red alert, individual businesses may restrict or suspend their operations.
Public transport may operate under a special procedure during an alert. Some metro sections or surface routes may stop temporarily, experience delays or change direction. Keep this in mind when planning a trip to a railway station, business meeting or medical facility.
Since 10 September 2026, Kyiv’s curfew has been in effect from 1:00 a.m. to 5:00 a.m. Public transport hours have been extended by one hour, while the operating hours of restaurants, entertainment venues and shopping centers have not been extended separately.
Save your insurance certificate on your phone and carry a printed copy. Keep your policy number, assistance-service telephone number and instructions for dealing with an injury or sudden deterioration in your health separately.
If you need medical assistance, contact the assistance service first whenever your condition allows you to do so. The representative will explain which facility to visit, whether hospitalization needs prior approval and which documents should be kept to confirm the expenses.
Before leaving, check the location of the nearest shelter, install an app that provides air-raid alerts and make sure your phone is charged. Do not schedule important journeys too close to the beginning of curfew, train departure or check-in time.
Travelers should understand the difference between medical insurance and general safety recommendations. A policy may arrange assistance after an insured event, but it does not replace the need to use shelters, follow air-raid instructions and comply with local authorities’ requirements.
Arrange medical insurance with war-risk coverage before your trip so that you do not have to search for an appropriate programe after arriving in Kyiv.
Review the terms in advance and make sure that the policy is valid in Ukraine, covers the entire period of your stay and includes the risks that matter for your trip.
If you visit Kyiv regularly, compare short-term and annual programes. Do not choose a policy based on price alone: consider the coverage limit, the list of medical services and the procedure for requesting assistance.
