Russia still fails to confirm readiness for humanitarian evacuation of Oleshky civilians – Ukraine's Ombudsman
Lubinets said the Ukrainian and Russian sides had reached agreements and established clear procedures. The Ombudsman also secured support from the International Committee of the Red Cross (ICRC), which confirmed its readiness to assist with evacuations in accordance with its mandate.
Despite these negotiations, Russia has long failed to confirm its readiness to carry out the humanitarian evacuation mission. Meanwhile, efforts to collect and verify information continue, as does communication with the ICRC, international organizations, and the relevant Ukrainian authorities. The Ombudsman's Office also continues to press Russia to evacuate people who effectively remain in a gray zone urgently. These civilians face the daily threat of shelling and drone attacks and lack food, drinking water, medicine, and other essential aid.
Lubinets said he had received 176 appeals concerning the humanitarian situation in the temporarily occupied territories of the Kherson region.

Ukraine's Ministry of Foreign Affairs has drawn the international community's attention to the sharply deteriorating humanitarian situation in parts of the temporarily occupied territories of the Kherson region, caused by crimes committed by Russian occupying forces in flagrant violation of international humanitarian law.
The situation is particularly concerning in Oleshky, Hola Prystan, Stara Zburivka, and Nova Zburivka in the Kherson region, where conditions make it impossible to meet residents' basic needs, including those of children. Russian occupying forces deliberately prevent people from leaving and obstruct deliveries of basic consumer goods, food, and medicine.
The population has fallen from 40,000 to around 6,000, and in Oleshky itself, from 24,000 to around 2,000.
As Rubryka previously reported, Ukraine is holding talks in May on the urgent humanitarian evacuation of civilians from temporarily occupied settlements in the Kherson region, where fighting has created a critical situation. These include Oleshky, Hola Prystan, Stara Zburivka, and Nova Zburivka, where people remain without food, drinking water, and medicine.
