Rebuilding Ukraine: Reconstruction procurement proposals in Ukraine prioritize long-term value over lowest price
The report's authors propose embedding the Build Back Better principle throughout the public investment system, from project preparation and appraisal to financing, procurement, implementation, and reporting.
Reconstruction procurement currently often favors the lowest-cost option. However, this approach does not always deliver long-term savings. For example, a more expensive solution during construction could reduce subsequent spending on heating, electricity, or repairs.
The recommendations, therefore, include introducing procurement rules that make best value a key criterion, rather than focusing solely on the lowest price.
To do this, however, Ukraine needs to define at the national level what Build Back Better means in practice. The proposed core criteria include safety and resilience, energy efficiency, accessibility, environmental sustainability, social inclusion, and costs over a facility's entire life cycle.
