Russian strike on Pavlohrad kills four, injures more than 60, including children
Russian forces struck the city's Gulliver shopping center, setting the building on fire.
Emergency responders also reported that the strike set a shop, retail stalls, and cars on fire. State Emergency Service personnel sustained injuries during the response.
The regional prosecutor's office said its staff was documenting the aftermath of the Russian strike.
"Preliminary reports indicate that three people were killed and 34 injured, including a child. Prosecutors are documenting the consequences of another Russian war crime," the statement said.
Authorities opened a criminal investigation into a war crime under Article 438 of Ukraine's Criminal Code, with the Dnipropetrovsk Regional Prosecutor's Office overseeing the proceedings.
Ukrainian Interior Minister Ivan Vyhivskyi said officials discussed how to respond to such terrorist strikes and protect civilians during an expanded meeting in Dnipro.

The minister noted that the meeting also addressed closer coordination, protection of essential community facilities, and emergency response during the autumn and winter months.
