Government says Ukraine has completed 84% of tasks under EU association agreement
A report published on 16 March on the implementation of the Association Agreement between Ukraine and the European Union for 2025 states that Ukraine has carried out 84% of the measures set out in the agreement.
According to the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration, as of the end of 2025, overall progress in implementing the Agreement had increased from 81% in 2024 to 84% in 2025.
The report states that in 2025 the greatest progress was made in the following areas:
The highest level of fulfilment of commitments was recorded in the areas of statistics and information exchange (100%), education, training and youth (99%) and intellectual property (98%).
This is the final report on the implementation of the Association Agreement. From now on, all of Ukraine's European integration commitments will be reflected in the National Programme for the Adaptation of Legislation to EU law.
Ukraine recently received a detailed list from EU member states setting out the requirements Ukraine must fulfil in order to be ready for EU accession. The EU will use these criteria to assess whether Kyiv has met the conditions for membership.

Meanwhile, the EU has emphasised that the issue of possible fast-track accession for Ukraine will be decided on by the member states.
