EU drafts plan for Ukrainians’ return and reintegration after war

As noted, the document defines a coordinated approach if the situation in Ukraine allows for the gradual termination of the temporary protection status.

The guidance prioritizes support for Ukrainians who wish to return. It recommends that member states implement voluntary return programs coordinated with Ukrainian authorities and allow study visits to Ukraine.

While participating in such programmes, Ukrainians will retain the rights guaranteed by temporary protection status, including housing, education, and healthcare access.

The recommendations urge member states to establish information systems and run outreach campaigns on voluntary return programs. They also propose creating Unity Hubs, which could be financed through EU programmes.

Let us recall that the Czech Republic will be one of the first countries to open a Ukrainian Unity Hub, the so-called Unity Hubs, which will take into account the specifics of Ukrainians' stays.

Such a center will provide Ukrainians with access to educational and career opportunities in Ukraine and the host country.

The organization of Unity Hubs has already begun. Currently, the Ukrainian side is actively working with the governments and communities of European countries, primarily Poland, Germany, and the Czech Republic. Decisions on the provision of premises will soon be made with the support of the relevant countries.
