It will contain everything: date of manufacture, mileage, technical inspections, data on utilization and even the composition of body materials. Such a passport will be mandatory when selling a car and will be updated every time the owner changes.And if the car is too old - the seller will have to prove that the vehicle is not garbage and is fit for use. And not in words, but documentally: with video recording, expert opinions and condition checks.Why does this apply to Belarusians? Belarusian ferrymen are actively buying cars under 5 years old in the EU, registering them as personal property for export. However, now export to third countries will be possible only for "technically serviceable" cars, and for this - new documents, inspections and digital databases. All this means extra costs, more inspections and a higher price.And the EU wants to introduce new technology at borders to "track junk cars". Cars that do not fall under the requirements will remain in the EU and will be recycled.Will there be no more cheap "cars from Europe"? For example, the Stellantis concern complains - a quarter of engineering time is spent trying to fit into the next EU requirements. Models under 15,000 euros, which used to sell in the millions, have now almost disappeared.The new regulations are now being negotiated in the European Parliament. The first changes are expected to come into force at the end of 2025. If this happens, the usual scheme for Belarusians to buy inexpensive cars in the EU may disappear or rise in price by thousands of euros.Reminder, this year, Belarus increased the rates of utilization fee on imported cars. For legal entities, the rates for passenger cars have increased about twofold. For individuals on cars, up to three years old from the date of release, nothing has changed - the rate of Br544.5.
