France to support Odesa burn center renovation: funding pending

A cooperation agreement with the French agency Expertise France is still being finalized, and there is no start date for the renovation. News.PN reported on the project as part of the Recovery Window's public investment monitoring effort.

Hospital No. 10 director Denys Sebov said the project was originally meant to be funded by investors, not the city or state budget.

The plan covered more than the burn center. It also included buying an MRI scanner and upgrading the hospital's operating rooms.

"Millions of euros were meant to go toward more than just the burn unit. It was a much bigger project," Sebov said.

The burn center opened in 2003 with support from US investors. It had modern equipment at the time, but after more than 20 years, the building needs an upgrade to meet today's energy efficiency standards.

The project focuses mainly on improving the building, with no major changes to its layout.

The hospital planned to keep treating patients during the renovation. Patients would be moved between floors as work was carried out in different areas.

The Odesa City Council said it is still working out the details of a cooperation deal with Expertise France, a French government agency for international technical cooperation and part of the French Development Agency (AFD) Group.

The project has no confirmed funding or start date.

It is listed in the DREAM public investment management system. The renovation is expected to improve conditions for patients and lower the hospital's energy use.

News.PN prepared this article as part of the project "Accountable Reconstruction of Housing and Healthcare Facilities: Monitoring Public Investments by Recovery Window," which is part of the Public Investment Oversight project, funded by the European Union.

Background

As Rubryka previously reported, Odesa plans to renovate the burn center at Municipal Clinical Hospital No. 10, which treats patients with burns and serious injuries. The project needs more than 35 million hryvnias, but funding has not yet been secured.

Residents, homeowners' associations, and businesses in communities across the Odesa and Mykolaiv regions will get help finding energy-efficiency support programs and implementing solutions to become more energy-independent. At least five communities will receive ready-to-use materials to share with residents.

A construction site near Pochaina in Kyiv's Obolon district has been hit by Russian attacks more than once. A Russian missile strike hit the development in the spring. Despite this, the first 25-story tower of the BOSTON Creative House residential complex has been completed and approved for use.
