The UK government plans to expand safe relocation opportunities for people fleeing war and persecution. The new mechanisms will involve charities, universities and communities, which will be able to help refugees move to the country and settle there.

In October 2026, the United Kingdom is launching new legal resettlement routes for refugees. Priority will be given, in particular, to vulnerable Afghan women and girls, Palestinians, people with disabilities and other groups in need of protection.

The changes are expected to be announced by UK Home Secretary Shabana Mahmood. The new approach combines a controlled migration policy with expanded safe and legal routes for people who cannot return home because of war or persecution.

The changes will cover several areas. Their common goal is to give refugees the opportunity to reach the UK without dangerous irregular routes or the need to cross the English Channel in small boats.

From October, charities and non-profit organisations will be able to apply for refugee sponsorship status. This means that certain communities and organisations will be able to support the arrival of people who need protection and help them start a new life in the UK.

Sponsors will be expected to provide newcomers with accommodation, integration support and assistance with settling in. This may include help with everyday matters, access to local services and support with finding employment.

The first arrivals under this route are expected in autumn 2027. Initially, the programme will be small and will involve hundreds of people per year. The number of participants could later increase to several thousand if the government determines that the mechanism is effective and does not place excessive pressure on local authorities.

Another route will involve universities. Higher education institutions will be able to support the arrival of refugees for study and assist them with accommodation and integration.

The mechanism is intended to combine humanitarian assistance with access to education. Universities will be able to serve not only as places of study but also as partners in helping people integrate into British society.

At the same time, the participation criteria, the list of eligible institutions, the requirements for candidates and the application procedure will be established through separate rules. Potential applicants should therefore follow official announcements from the UK government and universities.

The UK government also plans to resume the UK Resettlement Scheme, which is designed for vulnerable refugees. The programme was effectively suspended for two years, although it was never formally considered fully closed.

The scheme stopped accepting new referrals in December 2024. Once it is restored, priority will be given to vulnerable women and girls, people with disabilities and other individuals in need of special protection.

Candidates will be identified by international humanitarian organisations, including the United Nations Refugee Agency and the International Refugee Assistance Project. This means that the programme will not operate like an ordinary visa route through which anyone can apply independently without a referral.

Approximately one quarter of the people arriving through the new routes are expected to be Afghan women and girls, as well as Palestinian refugees. At the same time, the number of participants will initially be limited, and the UK government will set an annual quota.

However, the programme will not provide for the automatic relocation of every member of an extended family. The UK government has previously tightened family reunification rules, so eligibility will be limited to close relatives and will depend on the specific programme requirements.

Before being granted permission to resettle, candidates will undergo security and criminal background checks. The British authorities have stated that these procedures will be mandatory for all participants in the new routes.

The checks may include identity verification, document analysis, background screening and an assessment of possible links to terrorist or other criminal activity. Humanitarian grounds for resettlement do not remove the applicable security requirements.

After completing the checks, a person may receive permission to enter and reside in the UK under a specific programme. The final conditions will depend on the route through which the person arrives.

One of the main advantages of legal resettlement routes will be a more predictable path to permanent status in the UK.

People who arrive through official programmes may receive a route to indefinite leave to remain. According to The Guardian, this involves a five-year path to permanent status. By comparison, refugees who arrive through irregular routes may face regular reviews of their status over an extended period.

The British government has also previously announced an approach under which the status of people who arrive irregularly may be reviewed every 30 months for up to 20 years. If their country of origin is considered safe, this could potentially affect their ability to remain in the UK.

This is why legal routes matter not only as a safe way to enter the country. They may also provide more stable living conditions and a clearer prospect of obtaining permanent status.

In spring 2027, the British government expects to launch a separate route under which companies will be able to sponsor refugees.

Employers are expected to help people travel to the UK, provide accommodation or assist them in finding it, and support them with employment and integration.

This mechanism will differ from humanitarian resettlement because it will be linked to employment. Applicants will not arrive solely to receive protection; they will also need to be able to work in a position that meets the programme requirements.

Details of the route, including the list of eligible employers, professional qualification requirements and sponsorship conditions, are expected to be published closer to the start of applications.

During the initial period, the programmes will be limited. The UK government plans to begin with hundreds of arrivals per year and later increase the number to several thousand.

The exact quota will be determined annually. It will depend on the ability of local communities to receive newcomers, the availability of housing, the resources of social services and the overall level of irregular migration.

The new routes will therefore not be open to an unlimited number of applicants. Even if a person meets the general vulnerability criteria, this will not guarantee automatic resettlement in the UK.

Migration experts and charities have already said that a few hundred places may not be enough to significantly affect the number of people attempting to enter the country through irregular routes. In their view, safe routes would be more effective if they were available to thousands of people rather than only a limited number of applicants.

Separate residence mechanisms are available to Ukrainian citizens in the UK. In particular, Ukrainians may use the Homes for Ukraine scheme, under which British sponsors host Ukrainians in their homes, as well as the Ukraine Permission Extension.

The new resettlement programmes announced by the British government are primarily aimed at other refugee groups, including Afghan women and girls, Palestinians and other vulnerable people. This does not automatically cancel or replace the existing schemes for Ukrainians.

Ukrainians who are already in the UK should follow the rules that apply specifically to their status. The conditions for extending permission to stay, switching to another type of permission or reuniting with family may differ from the rules for new applicants under humanitarian routes.

Anyone planning to move to the UK should check which programme matches their circumstances. The appropriate option will depend on whether they have relatives or a sponsor in the country, whether they plan to study or work, as well as their current status and documents.

The new routes are intended to provide people fleeing war and persecution with a legal way to enter the UK. The government plans to involve international organisations, communities, charities, universities and employers.

The advantages of these programmes include the possibility of travelling safely, completing checks before arrival and receiving support after entering the country. Depending on the route, assistance may include accommodation, education, help with finding employment, language support and guidance during the integration process.

At the same time, the programmes will have limitations. The number of places will be small, submitting an application will not guarantee a positive decision, and candidates will have to meet the requirements of the specific route.

It is also important to distinguish refugee resettlement from the asylum procedure. The new routes are intended for the organised and safe entry of people who have been identified in advance as requiring protection. An asylum claim submitted after arriving in the UK is a different immigration process with its own rules and consequences.

Changes to British migration programmes may affect different categories of applicants, but eligibility depends on each person’s circumstances. It is important to determine in advance whether you may qualify for resettlement through a community, education, employment or existing Ukrainian programme.
