Ukraine's parliament ratifies agreement on €90 billion EU loan

The bill sets out the framework conditions for raising funds, up to a total of 90 billion euros, including through the macro-financial assistance mechanism to support Ukraine.

The signing and entry into force of the loan agreement and the memorandum, after ratification, are expected to allow Ukraine to receive up to 90 billion euros in financial resources from the EU in 2026–2027. The funds are planned to support the state budget and strengthen the country's defense capabilities.

The agreement sets the total assistance amount for 2026 at up to 45 billion euros. These funds will be distributed in two areas.

The first is a defense component of up to 28.3 billion euros. Ukraine plans to use it to purchase weapons and strengthen its defense-industrial potential.

The second is a budget component of 16.7 billion euros, which should ensure macro-financial stability and cover the state budget deficit.

The budget component, in turn, is also divided into two instruments:

The memorandum of understanding details the procedure for providing macro-financial assistance within the budget component. According to the document, payments will be made in three tranches: 3.2 billion euros, 3.7 billion euros, and 1.45 billion euros.

Each tranche includes separate conditions for receiving the funds. In particular, to receive the first tranche, Ukraine must submit bills to abolish preferential taxation for international parcels and to tax digital platforms. The Verkhovna Rada currently does not support these legislative initiatives.

To receive the second tranche, Ukraine must adopt the relevant bills. The third tranche, among other things, requires reform of the preferential tax regime.

Later, the broadcast of the parliamentary session showed that the Verkhovna Rada had voted to ratify the agreement.

276 MPs supported Bill No. 0376 No one voted against or abstained. Another 27 MPs did not vote.

Background

As Rubryka reported, on February 11, the European Parliament adopted, under an urgent procedure, a package of proposals aimed at supporting Ukraine, including a 90 billion euro EU loan for 2026 and 2027. Under the terms of the loan, Ukraine will have to repay it if Russia pays reparations for the damage caused by the war.

In 2026, Ukraine may receive 45 billion euros under this loan. A significant part of the funds is expected to go toward military needs.

At the same time, the provision of this EU loan is linked to the implementation of International Monetary Fund requirements under its financial support program for Ukraine.

It is worth noting that parliament recently failed to support a bill to tax international parcels, which was one of the requirements. This could affect Ukraine's further receipt of loan funds from both the IMF and the European Union.
