Ukraine to receive €3 bln in financial support under Ukraine Facility program
Serhii Koretskyi expressed gratitude to European partners for their steadfast unity and solidarity with Ukraine: "We expect these funds to be transferred as quickly as possible."
According to the Ministry of Finance of Ukraine, the EU Council's decision was made possible by Ukraine's successful completion of ten indicators outlined in the Ukraine Plan. In total, Ukraine has now implemented 84 out of 95 planned steps whose deadlines have arrived, representing an approximate 88% completion rate.

Separately, the EU Council approved amendments to the Ukraine Plan incorporating a voluntary contribution from Norway of 1 billion Norwegian kroner—approximately 92 million euros—in grant assistance. Norway became the first non-EU country to contribute to Pillar I of the Ukraine Facility, which provides direct budget support.
Background
The Ukraine Facility mechanism allows for additional voluntary contributions from EU member states, third countries, and international organizations. Over the past year, Sweden has provided more than 253 million euros in supplementary contributions, while the United Kingdom recently contributed over 17 million euros to Pillar II—the Ukraine Investment Framework.
The Ukraine Facility is an EU financial instrument providing over 50 billion euros for 2024–2027 to support Ukraine's recovery, reconstruction, modernization, and necessary EU accession reforms.
Following the arrival of this eighth tranche, total financing received by Ukraine under the Ukraine Facility since mid-2024 will exceed 32 billion euros.
