Sixth Crimea Platform Summit At UN Adopts Joint Statement — Full Text

Today, September 23, the sixth summit of the International Crimea Platform took place at UN headquarters in New York. Participants focused on the situation in temporarily occupied Crimea, systematic human rights violations, the militarization of the peninsula — including of children, youth, and education — and further international steps toward Crimea’s de-occupation. Following the event, participants adopted a joint statement affirming key international agreements. UATV English provides the full text of the document.

Joint Statement of the Participants of the Sixth Summit of the International Crimea Platform

September 23, 2026, New York

We, heads of state and government and representatives of states and international organizations participating in the Sixth Summit of the International Crimea Platform,

Referring to the principles enshrined in the Charter of the United Nations and the relevant resolutions of the UN General Assembly on the territorial integrity of Ukraine, the aggression of the Russian Federation against Ukraine, the human rights situation in Ukraine’s temporarily occupied territories, and the militarization of the Autonomous Republic of Crimea and the city of Sevastopol,

Guided, in particular, by the norms and principles of international law, including international humanitarian law,

Reaffirming our unwavering commitment to full support for the independence, sovereignty, and territorial integrity of Ukraine within its internationally recognized borders, including its territorial sea,

Reaffirming a policy of non-recognition of the Russian Federation’s attempted illegal annexation of the Autonomous Republic of Crimea and the city of Sevastopol, and of Donetsk, Kherson, Luhansk, and Zaporizhzhia regions of Ukraine, and emphasizing that no territorial gain resulting from the threat or use of force will be recognized as lawful,

Recognizing that the temporary occupation of Crimea and other parts of Ukraine’s territory constitutes a gross violation of the UN Charter and a serious challenge to regional and global security,

Emphasizing that ending the Russian Federation’s armed aggression against Ukraine is essential for restoring Ukraine’s territorial integrity and sovereignty within its internationally recognized borders, including its territorial sea, and for achieving a comprehensive, just, and lasting peace for Ukraine,

We firmly condemn the Russian Federation’s ongoing war of aggression against Ukraine, which began with the occupation and attempted illegal annexation of the Autonomous Republic of Crimea and the city of Sevastopol in 2014, and escalated into a full-scale military invasion in 2022 and the temporary occupation of other parts of Ukraine’s territory and attempted illegal annexation thereof;

We affirm that the Autonomous Republic of Crimea, the city of Sevastopol, and other parts of Ukraine’s territory temporarily occupied by the Russian Federation have been and remain an integral part of Ukraine’s sovereign territory, and that their temporary occupation creates no legal grounds for changing their status;

We emphasize that any illegal “elections” held by the Russian Federation in Ukraine’s temporarily occupied territories cannot change their status under international law;

We stress that restrictions and infringements on freedom of navigation in the Black and Azov Seas, together with the Russian Federation’s militarization of the Crimean Peninsula and its use as a military base for carrying out a full-scale military invasion of Ukraine, pose a threat to regional and global security and undermine international trade, energy, and food security;

We express our conviction that the liberation of the Autonomous Republic of Crimea and the city of Sevastopol is an integral part of restoring Ukraine’s territorial integrity and a necessary precondition for restoring a comprehensive, just, and lasting peace and strengthening international security;

We condemn the violations of international humanitarian law and human rights standards by Russian authorities in Ukraine’s temporarily occupied territories, as documented by international monitoring mechanisms, including unlawful detentions, torture, enforced disappearances, politically motivated persecution, discrimination, and restrictions on fundamental freedoms;

We condemn the deportation and forced displacement, illegal adoption, Russification, indoctrination, and militarization of Ukrainian children organized by the Russian Federation, as widely reported by international monitoring organizations, and emphasize the need for their safe, unconditional, and swiftest possible return to Ukraine;

We affirm the urgent need to protect the rights of Ukrainians, the Crimean Tatar people, and other indigenous peoples of Ukraine, as well as to preserve their cultural, linguistic, religious, and historical heritage, amid reports of the Russian Federation’s deliberate discriminatory policy in Ukraine’s temporarily occupied territories aimed at their assimilation;

We condemn any attempt to forcibly change the demographic composition of the population in the territory of Ukraine temporarily occupied by the Russian Federation;

We condemn the Russian Federation’s appropriation of cultural property, destruction of cultural heritage, exploitation of natural resources, environmental degradation, and use of Ukraine’s temporarily occupied territories to circumvent international sanctions and conduct illegal economic activity;

We emphasize the need to ensure full accountability for any war crimes and other serious international crimes committed in connection with Russia’s war of aggression against Ukraine. To this end, we support the activities of international judicial and other relevant mechanisms, including the International Criminal Court, the European Court of Human Rights, and other institutions, to ensure accountability for international crimes and violations of international law, and we encourage further sustained efforts within the Council of Europe aimed at supporting the operational activity of the Special Tribunal for the Crime of Aggression against Ukraine and the International Claims Commission for Ukraine;

We support international efforts aimed at ensuring access to financial resources to support and rebuild Ukraine, and to compensate for damage caused by the Russian Federation’s armed aggression;

We reaffirm the important role of the International Crimea Platform as a mechanism for coordinating international efforts aimed at the liberation and reintegration of Ukraine’s temporarily occupied territories, the protection of human rights, the preservation of cultural heritage, and ensuring international accountability;

We emphasize the importance of further strengthening international solidarity with Ukraine and enhancing coordinated international efforts within the International Crimea Platform.

We call on the international community to take decisive, coordinated, and consistent action, including to:

We demand that the Russian Federation immediately end its armed aggression against Ukraine and withdraw all its troops and occupation administrations from all of Ukraine’s temporarily occupied territories, in accordance with international law.

We call on states and international organizations to join the International Crimea Platform and take part in its activities, and on partners to expand their participation in the Platform, contribute to achieving its goals and objectives, and jointly strengthen international pressure on the Russian Federation with a view to restoring Ukraine’s territorial integrity within its internationally recognized borders, including its territorial sea.

We reaffirm our readiness to continue providing Ukraine with political, diplomatic, economic, humanitarian, and other support, and to contribute to restoring a comprehensive, just, and lasting peace for Ukraine in accordance with international law, including the principles of the Charter of the United Nations.

We reaffirm our collective determination to act in a coordinated, consistent, and joint manner to ensure that the Russian Federation is held accountable for its internationally wrongful acts, to protect the international legal order, and to uphold respect for a system of international relations based on international law, in accordance with the purposes and principles of the Charter of the United Nations.

We are convinced that the liberation of all of Ukraine’s temporarily occupied territories, including the Autonomous Republic of Crimea and the city of Sevastopol, as well as the restoration of Ukraine’s territorial integrity and sovereignty within its internationally recognized borders, including its territorial sea, are decisive steps toward restoring international peace and security, strengthening the international legal order, and ensuring respect for the fundamental norms of international law.

It should be recalled that the UN General Assembly’s high-level week began in New York on September 22. Ukrainian President Volodymyr Zelenskyy is taking part in it. He has around 20 meetings planned.
