How to sell a car through Diia in 2026: eligible vehicles, restrictions, required documents, checks and the vehicle re-registration process

Selling a vehicle online through Diia is not available for every transaction: the service takes into account the vehicle type, the number of sales made during the year and the results of automated checks.

You can sell or purchase a vehicle through the Diia app without visiting a service center of the Ministry of Internal Affairs in person. However, the service is available only to individuals and has several restrictions related to the type of vehicle, taxation and the seller’s status.

Before starting the process, check whether your situation qualifies for online re-registration. If the vehicle is wanted, under arrest or subject to restrictions involving its owner, the transaction will not be approved through the app.

An individual can conclude a sale and purchase agreement in the app and re-register only three types of vehicles:

The online service can be used once during a calendar year. This restriction is connected with the taxation rules for vehicle transactions. Under the relevant conditions, the first sale of a passenger car, motorcycle or moped during the year is not taxed.

A repeated sale of the same type of vehicle during the calendar year may create a tax liability. For this reason, second, third and subsequent re-registrations that involve taxation cannot be completed through Diia.

Diia cannot be used for the first registration of a vehicle or for transactions that require taxes to be paid. In these cases, the owner and buyer must visit a territorial service center of the Ministry of Internal Affairs.

The restrictions apply not only to passenger cars. The following transactions cannot be completed through the app:

If the system does not allow you to proceed with the agreement, this does not necessarily mean there is a technical error. The most common reasons are the vehicle type, taxation conditions or discrepancies in state registers.

For the seller to use the service, valid documents must be available in the app. These include an ID card, international passport or residence permit, a tax identification number and the vehicle registration certificate.

The state registers must also contain information about the seller’s registered place of residence. If the data is outdated, does not match across documents or has not been loaded into the app, the process may stop before the agreement is signed.

The buyer may keep the existing licence plate if it complies with the applicable DSTU standard or order a new plate with the DI series. The buyer can also choose the format of the registration certificate: a plastic document or an electronic certificate without a plastic document being produced.

Before the agreement is signed, the system automatically checks the vehicle, seller and buyer against state registers and other information resources.

The online transaction will not be approved if the vehicle:

The parties to the transaction are also checked. If restrictions have been imposed on the seller or buyer, the app will automatically notify them that the transaction has been refused. In that case, you need to determine the reason and, if necessary, contact a service center of the Ministry of Internal Affairs.

After the automated verification is successfully completed, the agreement and application are sent to a service center of the Ministry of Internal Affairs. An administrator processes the documents and issues a registration certificate in the name of the new owner.

If the buyer ordered a new licence plate from the DI series, it is assigned to the vehicle and the registration certificate is printed in the new owner’s name. The completed documents are transferred to the state enterprise Infotech, which arranges delivery through a postal operator within 10 days.

If the buyer selected an electronic certificate only, no plastic document is produced. After the re-registration is completed, the certificate will appear in the Diia app.

The rules for using the vehicle after the transaction depend on the selected licence plate. If the buyer ordered a new DI licence plate, the vehicle may be driven only after the plate has been received. If the existing plate was kept, the vehicle may be used once the electronic registration certificate appears in Diia.

To complete the online transaction, both parties must sign the agreement using Diia.Signature. To avoid interruptions, it is better to activate the signature before starting the application.

The process is as follows: first, the seller and buyer create or activate Diia.Signature in the app. Then the application for the sale and purchase is submitted, after which both parties sign the agreement.

If one of the parties cannot complete the identification process or sign the document, the online re-registration will not be completed. In that situation, check the data in the app, the validity of the documents and whether the transaction can be completed offline.

No. The online service can be used once during a calendar year. This restriction applies to individuals and is connected with the fact that a repeated vehicle sale may be subject to taxation.

If the owner has already used the service during the year, the next transaction must be completed at a service center of the Ministry of Internal Affairs. The center will perform the necessary calculations, check the documents and charge taxes where required.

Before starting the transaction, make sure that you have not sold a vehicle of the relevant type through Diia during the current calendar year. The system may automatically refuse the transaction if it detects a repeated sale.

No. The online service is intended for re-registering passenger cars, motorcycles and mopeds. The sale of a truck, bus, trailer, semi-trailer or other specialised vehicle must be completed at a service center of the Ministry of Internal Affairs.

An in-person visit may also be required if the vehicle has a special status, a complicated registration history, restrictions or documents that require additional verification.

If the app does not approve the transaction, first read the message explaining the reason for the refusal. Check that the personal data matches, the documents are valid, the vehicle information is correct and the service has not already been used during the year.

If the problem is related to an arrest, a wanted-vehicle status or another restriction, it must be resolved through the relevant state authorities. If you do not understand the reason or believe the refusal was made in error, contact a service center of the Ministry of Internal Affairs for clarification.

Do not try to bypass the checks through third-party intermediaries. The transaction must be completed by the actual owner and buyer, and all information must correspond to the documents and state registers.
