What changes are taking place at the border on Ukraine's path to EU?

Ukraine has significantly accelerated the development of Integrated Border Management (IBM) following its receipt of EU candidate status and the launch of accession negotiations.

IBM is an approach that involves cooperation among different state agencies, international collaboration, the integration of security, economic and service functions at the border and the use of modern digital tools to manage the movement of people, goods and vehicles.

Against the backdrop of Ukraine’s European integration, border crossing points are being modernised, international transport corridors are being developed, the common transit system is being implemented and customs and border procedures are being digitalised. Surprisingly, these developments are rarely perceived as parts of a single policy framework.

One of the most notable trends between November 2024 and April 2026, the period covered by the article, has been a shift in the perception of the state border’s functions.

Whereas border authorities previously focused primarily on the control of people, vehicles and goods, attention is now increasingly directed towards border-crossing capacity, traffic management and the organisation of movement.

Alongside the border’s traditional security and control functions, growing emphasis is being placed on the speed of procedures, forecasting traffic volumes and ensuring the continuity of international transport links.

In other words, the border is increasingly viewed not merely as a place where controls are carried out, but as a system for managing the mobility of people, vehicles and goods.

The border sector has become one of the most practical areas of Ukraine’s integration into the European Union.

One of the most visible dimensions of this process remains transport integration.

Throughout 2025, the Agreement on the Liberalization of Freight Transport between Ukraine and the EU (the "transport visa-free regime") remained in force.

Ukraine also continued its integration into the TEN-T network (Trans-European Transport Network), which aims to expand international transport opportunities and introduce digital services for hauliers.

Among the key developments were the launch of digital ECMT permits, a new digital system for permits and online recording of international routes, as well as continued development of border infrastructure along routes that form part of European transport corridors.

The border is increasingly seen as a space where Ukraine engages with European policies on transport, mobility, security and border management.

A practical aspect of integration into the EU customs area remains the development of the NCTS common transit system.

At the same time, the institution of Authorized Economic Operators (AEOs) continued to develop, granting businesses the benefits of simplified customs procedures.

One of the most notable events was the opening of the Velyka Palad–Nagyhódos border crossing point on the Ukrainian–Hungarian border.

Meanwhile, infrastructure modernisation continued along the Polish border, particularly around the Yahodyn, Krakovets and Rava-Ruska crossing points.

Despite the intensity of these efforts, it is important that all activities within the IBM framework be aligned with the benchmarks Ukraine received under the first cluster of EU accession negotiations. These benchmarks concern border protection, migration, refugees and other issues directly or indirectly related to border management.

Therefore, Ukraine’s domestic strategic documents should be clearly oriented towards fulfilling its international commitments, since this is the ultimate goal of preparing the country for accession to the European Union, including in the area of border management.
