China urges restraint after Moscow threatens massive strikes on Kyiv

China officially declares neutrality in Russia's war against Ukraine and regularly calls for an end to hostilities and negotiations, while avoiding directly identifying Russia as the aggressor.

Earlier, the Russian Foreign Ministry said the Russian army was allegedly launching "consistent systematic strikes" on Ukrainian military-industrial complex enterprises in Kyiv and "decision-making centers."

According to Moscow, "sites for the design, production, programming and preparation for the use of UAVs used by the 'Kyiv regime' with the assistance of NATO specialists" would come under attack.

In its statement, the Russian Foreign Ministry also accused Ukraine and its Western partners of allegedly violating international humanitarian law, citing the 1949 Geneva Conventions, their additional protocols, and the 1989 Convention on the Rights of the Child.

The Russian Foreign Ministry also urged foreigners, including staff of diplomatic missions and international organizations, to "leave Kyiv as soon as possible." The aggressor state advised residents of the capital "not to approach military and administrative infrastructure facilities."

Russian officials claim the shelling of Kyiv will allegedly follow an attack on a college and dormitory in Starobilsk, Luhansk region, on May 22. Russian dictator Vladimir Putin said six people were killed in the attack and another 15, according to him, went missing.

In addition, Russian Foreign Minister Sergei Lavrov held a phone call with US Secretary of State Marco Rubio, during which he reported the alleged "start" of Russia's new actions. According to the propaganda outlet TASS, Lavrov told the US side that the Russian armed forces were allegedly moving to systematic strikes on facilities in Kyiv used for the needs of the Armed Forces of Ukraine.

It should be noted that European diplomats will remain in Kyiv despite Russia's threats of possible massive strikes on the capital, with EU Ambassador to Ukraine Katarina Mathernova calling the Kremlin's rhetoric "a sign of desperation."
