What do you need to travel abroad by car? Find out about the latest border-crossing rules, required documents for the car and driver, and where and when to arrange them

A trip abroad by car requires preparation on two sides: the driver must have the documents needed for international travel, and the vehicle must meet the requirements for crossing the border and driving in other countries. The paperwork can also differ when the person behind the wheel is not the registered owner.

It is worth checking the entire route in advance. Rules may differ between Ukraine, transit countries, and the final destination, so having the right documents for the Ukrainian border does not necessarily mean that no additional paperwork will be needed later.

Start with the driver's personal documents and then check the paperwork relating to the vehicle. For a standard trip, the following documents and identification elements may be required:

The Main Service Center of the Ministry of Internal Affairs advises drivers to have the original plastic vehicle registration certificate when travelling internationally. A digital vehicle document available in an application should not be treated as a universal substitute for the physical certificate abroad.

Before departure, also check the specific requirements of the countries you will enter. Some of them may have additional rules concerning the vehicle and its technical condition.

If you are driving your own car, the vehicle registration certificate should be issued in your name. Check its validity and make sure the vehicle details correspond to the actual car.

The Green Card requires the same attention. Its territorial validity should cover all countries included in your route, and the insurance period must include the entire time you plan to spend abroad.

The physical registration certificate is particularly relevant if the car has recently been purchased or re-registered. Having the updated information in a digital application does not necessarily provide the document that foreign authorities expect to see.

A separate vehicle registration certificate for travelling abroad can be obtained when the driver is not the owner. The document is issued through a service center of the Ministry of Internal Affairs in the driver's name and indicates that this person is not the vehicle's owner.

Important: take the original documents with you when crossing the border. Copies may not be accepted.

The owner and the person who will drive the car generally apply to the service center together. Depending on the circumstances, they may need passports, the owner's tax identification number, the current vehicle registration certificate and, in some cases, a notarized power of attorney.

The exact list should be confirmed with the service center before the visit.

A person listed as the vehicle's “proper user” in Diia or the Driver's Cabinet does not automatically receive permission to take that vehicle abroad. When the car belongs to somebody else, the driver's right to use it internationally needs to be properly documented.

A power of attorney is not necessarily the only document relevant to Ukrainian border control. If the driver has a separate vehicle registration certificate issued for international travel, that document may be used to confirm the right to operate the vehicle abroad.

There is another reason to prepare proof of ownership or authorization: foreign border officials or police officers may ask why the person driving the vehicle is not its registered owner.

For this reason, drivers should check the rules of both Ukraine and the countries along their route. Depending on the circumstances, a certificate issued in the driver's name or an appropriate document from the owner may be required.
