EU leaders discuss €90bn for Ukraine with Orbán, criticise Zelenskyy for inappropriate remarks

The European Council has discussed providing Ukraine with a €90 billion EU loan. EU leaders have listened to the arguments of Hungarian Prime Minister Viktor Orbán, who is blocking the funding, and criticism has been voiced towards Ukrainian President Volodymyr Zelenskyy over inappropriate remarks.

According to a European Pravda correspondent in Brussels, the EU leaders held a discussion on providing Ukraine with the €90 billion EU loan, during which criticism was voiced in the room towards Zelenskyy for his sharp language towards Orbán.

The discussion on financing Ukraine in 2026-27 lasted about 90 minutes.

Orbán spoke twice, at the beginning and at the end of the discussion. He said his demands to resume the transit of Russian oil via the Druzhba pipeline to Europe are entirely legitimate and repeated the thesis "first oil, then money".

European Council President António Costa, who chaired the meeting, called Hungary's decision to block the allocation of loan funds to Ukraine "unacceptable".

Meanwhile, Costa also criticised Zelenskyy, noting that some of his remarks towards Orbán were "inappropriate" and did not help resolve the situation.

After the discussion, which ended without any decision, EU leaders spoke with Zelenskyy via video link.

The discussion of the Ukraine issue has now concluded.

Orbán said on the sidelines of the European Council in Brussels that Hungary will not unblock any decisions favourable to Ukraine until the Druzhba pipeline resumes transporting Russian oil.

German Chancellor Friedrich Merz has expressed hope that Orbán will adhere to EU principles and agree to the €90 billion loan for Ukraine.

Finnish Prime Minister Petteri Orpo has said that Orbán has "betrayed" the EU and is using Ukraine as a tool during the election campaign.
