Donald Trump stated that the “energy truce” between Ukraine and russia is in effect. We examine what is known about the agreement and its terms

US President Donald Trump stated that the “energy truce” between Ukraine and the russian federation is in effect, and that reports of its violations need to be verified.

On October 13, 2026, while speaking to reporters outside the White House, Donald Trump commented on reports of possible violations of the agreement by russia. He noted that he was not entirely certain about these reports and that the situation needed to be verified.

The US President also expressed the view that violations may have occurred on both sides. At the same time, he reaffirmed his position that the “energy truce” is considered to be in effect.

Regarding reports that Ukraine and the russian federation had allegedly not been informed of the agreement to the truce, Donald Trump stated that both sides had agreed because, in his words, he had told them of the need for such agreement.

Donald Trump also commented on the parties’ readiness to reach an agreement on ending the war. In his view, russian federation President Vladimir Putin wants to conclude an agreement, and efforts should be directed toward ensuring that Ukrainian President Volodymyr Zelenskyy also wants to conclude one.

The US President stated that, in his belief, Vladimir Putin wants an agreement more than Volodymyr Zelenskyy does. At the same time, journalists drew his attention to the fact that the russian federation continues to strike Ukraine.

This statement continued Donald Trump’s public line on the need to reach an agreement between Ukraine and the russian federation. At the same time, it did not contain specific details on the mechanism for achieving such an agreement.

Donald Trump announced the start of the “energy truce” on October 11, 2026, on his Truth Social account. In the post, he claimed that Ukraine and the russian federation had agreed to cease actions against energy infrastructure.

Later, White House communications referred to a potential agreement and a moratorium on strikes against oil refineries. Thus, the wording used by the US administration shifted from a statement about a truce in effect to a description of a potential agreement.

On October 13, Donald Trump again stated that he considered the truce to be in effect, while also acknowledging the need to verify reports of its violations.

The “energy truce” is an agreement to cease strikes against energy infrastructure. In public terms, this primarily concerns power plants, energy grids, and oil refineries.

The main condition of such an agreement is the mutual cessation of strikes against energy infrastructure facilities by both sides. This is intended to reduce the impact of hostilities on the energy system and lower risks to civilian infrastructure.

For the truce to be implemented in practice, several elements are needed: a clearly defined list of facilities, an agreed period of validity, a monitoring mechanism, and a procedure for responding to possible violations. At the time of the announcement, no full text of the agreement, signatures of the parties, or detailed monitoring mechanism had been presented.

At the same time, Ukraine emphasized that protecting power plants and grids is key for it, as well as its readiness to sign guarantees on the condition that strikes by the russian federation actually cease. The Kremlin, in a comment by spokesperson Dmitry Peskov, stated that it had nothing to say about the agreement, while confirming that contacts were ongoing.

As of October 13, 2026, Donald Trump stated that the “energy truce” was in effect, while also acknowledging that he was not entirely certain about reports of its violations and that this information needed to be verified.

At the same time, the parties’ public statements indicated different understandings of the agreement’s status: Ukraine reported support for the idea of ceasing strikes on energy infrastructure, the Kremlin did not directly confirm the agreement, and European leaders pointed to continued attacks.

Thus, as of publication, the “energy truce” remained a declared agreement whose effectiveness depended on the parties’ further actions, clarification of its terms, and the existence of a real monitoring mechanism.

The “energy truce” between Ukraine and the russian federation was announced by US President Donald Trump on October 11, 2026. At the same time, its actual status remained unclear: the US President stated that the agreement was in effect, but acknowledged the need to verify reports of its violations.

The parties’ public statements also did not present a unified picture: Ukraine reported support for the idea of ceasing strikes on energy infrastructure, the Kremlin did not directly confirm the agreement, and European leaders pointed to continued attacks. Therefore, as of publication, the “energy truce” remained a declared agreement whose effectiveness depended on the parties’ further actions, clarification of its terms, and the existence of a real monitoring mechanism.

Regardless of news about the truce, any trip to Ukraine requires insurance. The policy must cover war risks, as standard medical insurance may not protect against injuries related to the consequences of hostilities.

Before departure, it is worth having offline maps, shelter addresses, contact details for your insurer and loved ones, a power bank, cash, and any necessary medications. During an air-raid alert, go immediately to the nearest shelter.

Travel around Ukraine with greater peace of mind. Choose war-risk insurance before departure.
