Confirmation of Driver’s License Issuance for Ukrainians Abroad
Visit Ukraine lawyers explain how Ukrainians abroad can obtain confirmation of the issuance of a driver’s license and whether an apostille is required
Ukrainians living abroad may need to officially confirm the fact that a Ukrainian driver’s license was issued to them. Such a document may be required when exchanging a Ukrainian driver’s license for a foreign one, restoring the right to drive vehicles, or meeting the requirements of foreign government authorities.
The Main Service Center of the Ministry of Internal Affairs of Ukraine has explained how to obtain the relevant confirmation while outside Ukraine and what to pay attention to when preparing documents.
Visit Ukraine lawyers explain what exactly this confirmation is, how it differs from a certificate, who may need it and in which situations, how to properly prepare an application to the Service Center of the Ministry of Internal Affairs, and when an apostille and translation are required to use the document abroad.

First of all, it is important to distinguish between an official response from the Service Center of the Ministry of Internal Affairs and a certificate of a standard form.
Service Centers of the Ministry of Internal Affairs do not issue a separate standard certificate confirming the fact that a driver’s license was issued. Instead, a citizen can submit a relevant request and receive an official response to their application.
This means that a person does not receive a document with the fixed title “Certificate of Driver’s License Issuance.” Instead, they submit an application asking to confirm the fact that the license was issued, and the Service Center prepares an official response based on the available information.
Such a response is issued on the official letterhead of the Main, regional or territorial Service Center of the Ministry of Internal Affairs and contains the necessary details, including the date, outgoing number, name of the institution and signature of an authorized person.
The document can be used to confirm information about a Ukrainian driver’s license before the competent authorities of a foreign state. However, its acceptance depends on the requirements of the institution to which the documents are submitted.
Therefore, before obtaining the document, you should clarify with the authority requiring the confirmation whether it accepts this particular form of response and whether additional stamps, an apostille or a translation are required. This will help avoid a situation where the document has been obtained but is not accepted because it does not meet the requirements.
Most often, the need for an official response arises in the following cases:
The most common situation is the exchange of a Ukrainian driver’s license for a national license of the country of residence. In some states, the authorities reviewing such applications are able to verify the information independently. In other cases, they ask applicants to provide additional confirmation from Ukraine, especially if information about the license is not available in international databases or raises doubts.
Confirmation may also be required if a person has lost or damaged their Ukrainian driver’s license and needs to officially confirm the fact that it was issued. In such a situation, the document helps confirm that the license was indeed issued, even if the original is not available.
Important: the need for such a document is determined by the legislation of the country of residence and the requirements of the specific authority. There is no universal rule under which all Ukrainians in a particular country must obtain this confirmation.
Therefore, you should not obtain the document “just in case.” First, clarify the exact list of requirements from the institution where you plan to submit the documents, and only then prepare an application to the Service Center of the Ministry of Internal Affairs.

According to the clarification of the Main Service Center of the Ministry of Internal Affairs dated June 10, 2026, Ukrainian citizens can apply for official confirmation remotely.
This is especially relevant for those living in Europe, North America or other regions who are unable to visit a Service Center in Ukraine in person. The procedure consists of several consecutive steps.
First, it is recommended to use the official document verification service on the website of the Main Service Center of the Ministry of Internal Affairs.
This will help you understand whether the electronic register contains information about your driver’s license. If the details are displayed, you should save or write down the main details: series, number, date of issue and the authority that issued the document.
At the same time, driver’s licenses issued before 2014 may not appear in the electronic register or may contain incomplete information. In such a case, the absence of information in the online service does not in itself mean that the license was not issued.
If you did not find your details in the service, do not jump to conclusions. Simply include all the license details you know in your application and, if possible, attach a copy of the document. This will help the Service Center verify the information using available archival or registry data.
The application must include:
The application should be clear and specific. In the text, you should directly state that you are asking to confirm the fact that a driver’s license was issued, and also indicate the purpose for which you need the document, if known. For example, for submission to a foreign authority reviewing a license exchange.
To simplify the verification, it is also advisable to include the known details of the license: series, number, date of issue and the authority that issued it. If you have the document or a copy of it, you should clarify whether the relevant materials can be attached to the application.
If you do not remember some of the details, provide at least your full name, date of birth and any information you know about the license. The more accurately the application is completed, the less likely it is that the Service Center will return for additional clarifications.
You can apply in one of the following ways:
For Ukrainians abroad, the first two options are usually the most convenient. Email allows you to quickly send the application and, if necessary, attach copies of documents. Postal mail is suitable if the institution requires an original application or if an electronic format is not provided for a particular procedure.

Before sending, it is recommended to check the current contact details and requirements for preparing the application on the official website of the Main Service Center of the Ministry of Internal Affairs.
Keep a copy of the submitted application, proof of dispatch and all attached documents. This will help you track the status of the review and provide additional information if necessary.
Based on the results of the review, the Service Center provides a response within its competence. The processing time, format of receipt and possibility of further use of the document abroad should be clarified before submitting the request.
The received response should be saved electronically and, if possible, printed. It is also recommended to check whether the document contains all the necessary details: the name of the institution, date, outgoing number and signature of an authorized person.
If the document is required by a foreign institution, do not postpone the issue of legalization until the last moment. An apostille, translation and notarized certification may take additional time, so it is better to plan them together with obtaining the response.
If the official response of the Service Center of the Ministry of Internal Affairs is to be submitted to a foreign institution, it is necessary to clarify in advance the requirements for its legalization.
In cases where the 1961 Hague Convention applies and there are no exceptions provided for by international treaties, an apostille may be required to use an official document abroad.
An apostille is a special certification that confirms the authenticity of the signature, the status of the person who signed the document, and the authenticity of the seal or stamp, if any. It does not independently confirm the accuracy of all information in the document and does not guarantee its acceptance by a foreign institution.
Simply put, an apostille confirms that the document was issued by an authorized institution and that the signature and seal on it are genuine. However, the decision on whether to accept the document and whether this form of legalization is sufficient is made by the foreign authority itself.
According to the clarification of the Main Service Center of the Ministry of Internal Affairs, the Department of Digitalization of the Ministry of Internal Affairs of Ukraine is authorized to place apostilles on the relevant official documents of the Ministry of Internal Affairs system.
Before obtaining the document, you need to check:
You should not assume that an apostille is always required or, conversely, that it will never be needed. Requirements vary depending on the country, type of institution and specific procedure. Therefore, the safest option is to obtain a written or official list of requirements from the authority that will review your documents.
Visit Ukraine lawyers will help you obtain confirmation of the issuance of your driver’s license, obtain an apostille and a notarized translation remotely, without personal presence, and send the completed documents abroad.
No, this requirement is not universal.
