United to win: Germany and Ukraine sign five defense documents, covering agreements on IRIS-T, radars, and drones

During the meeting, Khmara briefed Merz on the battlefield situation, Russia's mobilization plans, and the current challenges facing Ukraine. According to the defense ministry, the parties specifically discussed threats from jet drones and ballistic weapons.

They also covered pressing frontline needs and solutions that Ukraine believes require scaling. Special attention was given to strengthening Ukraine's air defenses and mobilizing partners' efforts to bolster them.

During the meeting, the defense minister handed the German chancellor a list of weapons needed by the Ukrainian Armed Forces. It includes:

According to the minister, German aid to Ukraine totals 11.5 billion euros in 2026.

In addition to meeting with the chancellor, Ukraine's defense minister participated in the Ukrainian-German Business Forum. Participants discussed transitioning from individual projects to a joint Ukrainian-German scaling program, and ultimately to systemic joint production.

Following the forum, Ukraine's Ministry of Defense signed five documents with German defense companies, including:

The defense ministry also signed a contract to localize the production of Ukrainian drones for the National Guard of Ukraine in Germany.

Alpha Robotics Germany and the State Emergency Service of Ukraine signed a separate agreement to cooperate on robotic systems for search-and-rescue operations.

Additionally, the Ministry of Energy and Naftogaz of Ukraine signed a cooperation memorandum with Siemens Energy Global, while Ukrenergo signed agreements with 50Hertz Transmission GmbH and Amprion GmbH.

Commenting on the talks, President Volodymyr Zelenskyi told journalists that Ukraine plans substantial procurement from Germany alongside the development of joint production.

Ukraine's Ministry of Defense noted that implementing these agreements will allow Ukraine to procure missiles, precision munitions, radars, and other weaponry.

Background

As Rubryka previously reported, German Chancellor Friedrich Merz arrived in Kyiv on an unannounced visit, leading a broader delegation of representatives from the defense and energy sectors.

Germany also allocated a new comprehensive support package worth over 1.3 billion euros for Ukraine, including weaponry, energy sector aid, and funding to produce new interceptors to target jet-powered Shahed drones.

Furthermore, Ukraine and Germany signed an agreement to deepen cooperation in countering drones.
