Ukraine’s parliament adopts law on uninterrupted production and supply of agricultural products during martial law

The Verkhovna Rada of Ukraine adopted in the second reading and in general the law on uninterrupted production and supply of agricultural products during martial law. This was reported on the website of Ukrainian parliament. The draft law No.7264 provides for the simplification of phytosanitary requirements for the export, import, and movement of plant products through the territory of Ukraine. In particular, issuance of an electronic phytosanitary certificate becomes an option. In addition, the list of entities that can take samples and conduct phytosanitary testing expands during martial law and within 90 days of its cessation or abolition. In particular, a simplified authorization procedure for private laboratories and the possibility of sampling by its specialists is introduced. There is also an opportunity for Ukrainian producers of organic products, which carried out production according to European Union standards, to switch to Ukrainian production standards without an additional transition period (if procedure takes place within one certification body), as well as to receive state support. The European Commission will create transport “lines of solidarity” with Ukraine to facilitate food exports in the face of russian blockade of six seaports. More than 90% of the overall trade passed through the ports, which are now either closed or blocked. As of 11 May, farmers received loans for the sowing campaign in the amount of 24bn 177m hryvnya.
