Russian invaders are using strategic facilities and civilian population as a shield. Kakhovka Hydroelectric Power Plant is a strategic facility. Any damage of the plant may result in rising water level and flooding of multiple Ukrainian towns and villages, Serhii Khlan, a deputy of Kherson Regional Council, warns. According to him, Russian troops installed road blocks on Kakhovka HPP dam highway in order to create artificial civilian traffic jam, thus covering the movements of military vehicles. "Kakhovka Hydroelectric Power Plant is a strategic facility. Any damage of the plant may result in rising water level and flooding of multiple Ukrainian towns and village. If invaders damage it, they will drown together with civilians. Such facilities must be granted international protection”, Khlan said. According to him, Russian troops deliberately use strategic facilities for deployment of their military bases in order to protect themselves from attacks by the Armed Forces of Ukraine. Another example is a network of trenches dug by the invaders in unique Kherson Region woodlands artificially grown in order to preserve the region’s ecosystem.
