Eighteen drivers and motorcycle riders have been fined for traffic offences under the Police express penalty scheme. Ten of the suspects were charged in the Chief Magistrates' Court with driving vehicles with defects and nine motorcyclists with riding without licenses. They pleaded guilty and paid between sh50,000 to sh80,000 each.

The district traffic chief, Philips Wandera, said they mounted an impromptu road block and impounded several vehicles and motorcycles on the Lira-Kampala highway on Wednesday. He added that most of the confiscated vehicles were commercial and saloon cars.

"We targeted the vehicles that ferry people from the town to rural markets because many of them normally have defects." The traffic chief noted that unregistered cars and those with foreign registration plates were the worst offenders.

The inspector of vehicles, Joseph Mutagejja Mukasa, said the vehicles that do not meet the required standards of safety, would not be allowed on the road again.
