08-05-2008 17:52 BYUT has no other way but to amend Constitution
One of the BYUT leaders, First Vice Prime Minister Oleksandr Turchynov stated this today.
To put things into order in this country, it is not enough just to pass decisions - there must be a mechanism for implementation of these decisions, but it is absent now, the Vice Premier said. In his words, Government decisions, including the one on commodity interventions and other programmes, are not being fulfilled by local administrations that are subordinate to the President's Secretariat. "We need a strong, powerful and effective executive vertical. It is necessary to subordinate local bodies of power to the Cabinet of Ministers and strengthen local government," Mr Turchynov noted. He assured that the initiatives of the Yuliya Tymoshenko Bloc concerning constitutional amendments are lying exclusively in the field of the laws in effect and expressed confidence that BYUT allies also realize the need for amendments aimed at reinforcement of executive power and creation of its single vertical. "I am sure these amendments meet with support of both our allies and opposition figures," Oleksandr Turchynov stressed.
